The California Franchise Tax Board is seeking a Graduate Legal Assistant to assist in legal cases involving tax law. The role includes responsibilities such as representing the board in hearings, preparing legal documents, and conducting legal research. Responsibilities - Assisting in representing the Franchise Tax Board in protest hearings involving personal income tax and bank and corporation tax issues - Assisting preparing briefs and arguing administrative appeals before the Office of Tax Appeals - Assisting the Attorney General in litigation cases on tax issues - Assisting drafting and reviewing legislative proposals - Assisting proposing, drafting, and reviewing regulations and conducting regulatory hearings - Assisting preparing rulings, position papers, and formulating Department positions on a variety of tax law matters - Reviewing and researching law in connection with preparation of rulings and/or position papers on a wide variety of questions involving the subject matter areas for which the Bureau is responsible - Assisting other attorneys and other Departmental staff Skills - Knowledge of legal principles and their application, the use of legal reference works, and legal terms - Ability to reason logically, analyze situations accurately and adopt an effective course of action - Strong interpersonal skills and ability to work with staff and the public at all levels - Ability to work independently and in a team setting - Clear and effective oral and written communication skills - Coursework in income or franchise tax law and/or general knowledge of federal or state income or franchise tax law; understanding of financial statements and financial transactions - Experience drafting legal documents including memoranda - Experience conducting oral advocacy (including through coursework) - Experience conducting legal research - Assist in representing and providing guidance with respect to administrative and procedural issues arising under the Revenue and Taxation Code - Understanding of Franchise Tax Board's Missions and Values; see https://www.ftb.ca.gov/about-ftb/ - Understanding of the Legal Division's organizational structure and the different responsibilities of each Bureau within the Legal Division; see https://www.ftb.ca.gov/tax-pros/law/legal-division-staff-directory.html - Possess a Master of Laws (LLM) in Taxation or a Tax Concentration Company Overview - The Franchise Tax Board is responsible for administering two of California's major tax programs: personal income tax and corporation tax.
