SFS is seeking a Corporate Program Manager to oversee and drive execution of projects across SpecPro’s waste management portfolio, with a strong emphasis on business development, client growth, and capture support. This role will work directly with the Lead Waste Program Manager to manage ongoing waste operations while actively identifying and pursuing new opportunities aligned with SpecPro’s core capabilities, including solid waste, hazardous waste, recycling/diversion, and landfill operations.
The successful candidate will support both program execution and strategic growth, including cost control, budgeting, forecasting, and proposal development. This position requires familiarity with federal waste management programs, regulatory compliance (e.g., RCRA), and operational waste services. This position will require travel up to 25% of their time.

Key Responsibilities
Program & Project Execution
• High level management of waste projects across the country, including refuse collection, landfill operations, recycling/diversion, hazardous waste disposal, and sampling/permitting
• Oversee contract performance including staffing, deliverables, and quality control
• Ensure compliance with federal, state, and local regulations (including RCRA)
• Maintain strong relationships with federal clients and internal teams
• Support operational efficiency, safety, and sustainability initiatives
Financial & Program Controls
• Track, analyze, and manage project costs including labor, subcontractors, and materials
• Develop and manage budgets, forecasts, and spend plans
• Monitor man-hours and resource allocation
• Review and validate subcontractor and supplier invoices
• Manage contract modifications and change events
• Coordinate with corporate finance on reporting
Business Development & Growth
• Identify and qualify new waste management opportunities
• Support capture planning and client engagement
• Contribute to proposal development (technical writing, past performance, pricing)
• Leverage knowledge of waste services to develop competitive solutions
• Participate in client meetings and industry outreach events
Basic Qualifications
• Bachelor’s degree in Environmental Science, Engineering, or related field
• 5+ years of Program or Project Management experience in waste management or environmental services
• Experience supporting federal contracts (DoD, USACE, EPA preferred)
• Knowledge of solid and hazardous waste operations and environmental compliance (RCRA)
• Experience supporting business development or proposals
• Advanced proficiency in Microsoft Excel and Word
• Strong communication and analytical skills
Preferred Qualifications
• Experience with landfill operations, TSDF, or hazardous waste programs
• Familiarity with waste tracking systems or GIS tools
• Experience with federal pricing models
• PMP or similar certification
